Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are delivered from various governments. Considerable effort is expended on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, probably provided by Western nations. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: possibly the approaching threat won't hit its mark this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, damage and heating outages in numerous residences as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a need that regional partners are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, persist.
Political Considerations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is impossible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its benefit.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
